UCR SARS POLICY AND TRAVEL ADVISORY

Purpose

This policy is intended to prevent the spread of Severe Acute Respiratory Syndrome (SARS) by establishing guidelines for the entry or re-entry of UCR community members coming from SARS-affected regions.

The Riverside campus, in keeping with the recommendations of the U.S. Centers for Disease Control (CDC) and the Systemwide Guidelines available on the web at http://www.ucop.edu/news/archives/2003/sarsguidelines.htm concerning Severe Acute Respiratory Syndrome, strongly encourages students, faculty and staff to postpone non-essential travel to SARS-affected regions until such time as CDC advisories are modified or rescinded.

Entry or Re-entry into the Campus Community from SARS-affected areas

Acknowledging that there will be faculty, staff and students who will come to or return to campus from the affected areas, the following policy for entry or re-entry is provided.

  • It is advised that students, faculty, staff and visitors coming from SARS-affected areas adhere to the CDC’s Health Alert Notice for travelers arriving in the U.S. from SARS-affected areas.
  • It is campus policy that students, faculty, staff and campus visitors coming from SARS-affected areas telephone the coordinator of UCR’s Travel Clinic, the campus’s main point of contact for SARS-related health concerns, for instructions regarding entry into the campus community.

  • These travelers are advised to be vigilant for the development of symptoms related to SARS, taking their temperature for the first 10 days after arrival.  Symptoms of SARS include a fever greater than 100.4o OR respiratory symptoms such as a dry cough, and shortness of breath or difficulty breathing.  UCR’s Travel Clinic should be notified by telephone immediately if symptoms develop.
  • Control units will be responsible for ensuring that chairs, program managers, principal investigators and other supervisors inform their travelers of this policy in advance.  In particular, the unit or individual approving use of University-controlled funds for travel to a SARS-affected area is responsible for informing the traveler of this policy.
  • The Health Center will make staff available to brief student advisors, faculty, staff and groups of incoming students on the signs of SARS and recommended actions to take if symptoms develop.
  • Any student, faculty member, staff member, or visitor who may have been exposed to SARS should telephone the UCR Travel Clinic and their health care provider immediately if fever OR respiratory symptoms develop within 10 days of travel or the exposure.  The individual should not go to work or attend class and should avoid contact with others while arranging a health care evaluation.
  • In keeping with the Systemwide SARS guidelines, the sponsors of organized programs that include individuals arriving from SARS-affected areas should take into consideration the resources necessary to meet CDC recommendations regarding diagnosis, evaluation and management of symptomatic individuals.  Plans for making such resources available should be made in cooperation with the campus SARS Task Force, the Campus Health Center and campus administration.
  • Campus officials and individuals hosting or sponsoring newly arriving faculty, staff, students and other visitors from SARS-affected areas should facilitate compliance with these recommendations by ensuring that their travelers are aware of CDC recommendations and providing their travelers with the above campus contact information should they develop symptoms or have questions.
